BOROUGH COUNCIL MEETING

MAY 21, 2008

 

The Darby Borough Council met at Borough Hall on the above date with the following members present:  President Janice Davis, Vice President Jennifer Parks, Mr. Howard Blackson, Jr., Mrs. Marie Howells, Mr. Patrick McKenna, Ms. Darlene Hill and Ms. Edna Stockley.  Also present were Borough Manager Mark Possenti, Assistant Solicitor John Ianelli, Code Official Joseph Nerelli, Police Chief Robert Smythe and Borough Engineer Sande Walton. Mayor Helen Thomas, Mr. Donald Deigh and Ms. Ruby Munden were absent.

 

Ms. Davis called the meeting to Order at 7:30 p.m. followed by Roll Call.

Pledge of Allegiance.

 

Ms. Davis presented Ms. Alfreda Loadholt with a certificate for being selected the Queen of the year.

 

PUBLIC COMMENT:

 

Paul Gamble, 62 North MacDade Blvd:  Had questions concerning the abandon cars, handicap spots and the removal of X’s.

 

ENGINEERS REPORT:

 

See attached.

 

Motion to accept the Engineers Report made by Mr. Blackson, 2nd by Ms. Munden.  Motion carries 8-0.

 

MAYORS REPORT:

 

No Report

 

APPROVAL OF MINUTES (4/16/08):

 

Motion made by Mr. McKenna; 2nd by Mrs. Howells to approve the minutes.  Motion carries 7-0.

 

 

 

 

 

 

 

 

NEW BUSINESS:

 

  • Ordinance #740:  Ms. Davis open the public hearing.  There was no comment.  The public hearing was closed.  Motion made by Ms. Hill; 2nd by Mrs. Howells to approve Ordinance 740.  Motion carries 7-0.
  • Ordinance #738: Ms. Davis open the public hearing.  There was no comment.  The public hearing was closed.  Motion made by Mr. Blackson; 2nd by Mrs. Parks to approve Ordinance 738.  Motion carries 7-0.
  • Ordinance #739:  Ms. Davis open the public hearing.  There was no comment.  The public hearing was closed.  Motion made by Mr. Blackson; 2nd by Mrs. Parks to approve Ordinance 739.  Motion carries 7-0.
  • DCAB Appointment:  Motion made by Mr. Blackson; 2nd by Mrs. Howells to appoint Darlene Hill.  Motion carries 7-0.  Motion made by Mr. McKenna; 2nd by Mr. Blackson to appoint Marie Howells.  Motion carries 7-0.  Motion made by Mr. McKenna; 2nd by Mrs. Parks to appoint Janice Davis as a alternate.  Motion carries 7-0.

 

 

COMMUNICATIONS & REPORTS:

 

  • Fire Chiefs Report:  See Attached
  • Historical Commission Report:  Mr. Haigis stated that the submitted application to the state has been denied.
  • Citizen Volunteer Committee Report:  Mr. Ricciuti discussed the last Judicial Sale.
  • Ordinance:  Motion to approve the application pending payment and hours for Christ Haven Church made by Mrs. Howells; 2nd by Mrs. Parks.  Motion carries 7-0.
  • Community Relations:  Mrs. Howells stated that Harlem baseball will be here in July.  She thanked everyone’s help in the parade. 
  • Municipal Services:  Mr. McKenna gave an update on the Highway’s current work logs.
  • Public Safety:  Motion made by Mrs. Howells; 2nd by Mrs. Parks to accept the regsination of Richard Spain from the Planning Commission and Civil Service.  Motion carries 7-0.
  • Finance:  No Report. 
  • Recreation:  Mrs. Parks reported about the Memorial Day Parade and Darby Youth Day.
  • Recreation Board:  Ms. Bolden reported there will be a car show in August.
  • Grants:  Ms. Hill stated that she is working on a date for PSAB Grant writer to come to the Borough.
  • Solicitors Report:  No Report

 

Motion to accept all Reports & Minutes made by Mrs. Parks; 2nd by Mrs. Howells.  Motion carries 7-0.

 

BOROUGH MANAGER CORRESPONDENCES:

 

None

 

COUNCIL PRESIDENT COMMENTS & ANNOUNCEMENTS:

 

Announced that there will be a Work Group repairing houses this summer.

Motion made by Mrs. Parks; 2nd by Mr. Blackson.  Motion carries 7-0.
